    Conceptualising destitution with focus on Central and Eastern European citizens living in Switzerland

    Destitution can be understood as a severe form of systemic social deprivation in which people are unable to sustain themselves and their families through their own work activities because they encounter various administrative and legal obstacles. Destitute people are therefore excluded from most state-run social and medical services and their access to public resources and institutions is very limited. This new form of extreme poverty and social exclusion has posed several novel challenges to the Swiss welfare state, in which traditional, residence-based institutions are only moderately able to handle the issues. In the first chapter, we depict the theoretical development of destitution from the early studies on absolute poverty to the modern, multifaceted thinking on relative poverty and social exclusion. In this chapter we primarily focus on the vulnerable situation of undocumented migrants and homeless people to exemplify the most precarious forms of destitution in Western societies. In the second chapter, we scrutinise the precarious living circumstances of destitute European migrants both in their home countries and Switzerland. We explore the role of penalising social policies and the increasing social exclusion of the Roma and/or poor people in the CEE region. After that, we analyse their living conditions in Switzerland from the viewpoint of the availability and accessibility of social institutions. The chapter concludes that destitute CEE migrants encounter substantial difficulties in living in Switzerland, are invisible to the institutions of the Swiss welfare state, and their fundamental human rights are often questioned in the areas of housing, healthcare, and the labour market.

    Beyond the state. Developments and trends in critical social work in Switzerland and Hungary

    This article examines the developments and current trends in the practice of critical social work in Hungary and Switzerland based on the international literature on critical social work, as well as Hungarian and Swiss publications that are less known to the international scientific community. The study concludes that contemporary Swiss and Hungarian critical social work is in close relationship with civil society and is particularly effective in intervening where state-run social services are less efficient. This includes the areas of migration aid and homeless care in both countries, and the support of the Roma people in Hungary.

    Laut einer aktuellen Studie der Fachhochschule Nordwestscheiz FHNW kommt ein Viertel der in der Schweiz lebenden ausländischen obdachlosen Menschen aus Mittelosteuropa. Ohne Arbeits- und Mietvertrag haben die osteuropäischen Armutsreisenden keinen Anspruch auf eine schweizerische Aufenthaltsbewilligung, folglich werden sie von den meisten Sozialleistungen automatisch ausgeschlossen. Wegen mehrfacher Vulnerabilität erfahren diese Menschen in schweizerischen Städten oft Strassenobdachlosigkeit und absolute Armut.

    Conceptualising destitution. Theoretical understanding and practical relevance

    This paper analyses destitution as a new and expressive notion in describing the multifaceted nature of essential poverty and severe social exclusion. The novel concept of destitution emerged in the social sciences to challenge the dominant neoliberal, income-based approach of poverty studies and to scrutinise poverty and social deprivation in a multi-layered dimension considering the lack of resources in the areas of the housing market, employment and family relationships, as well as in mental and physical health. Although destitution can also be described as the lack of individual biological and psychological resources, our paper primarily examines the socio-political, structural reasons lying behind the notion, focusing on two areas: social rights and entitlements for homeless people and undocumented migrants. Although the term ‘destitution’ incorporates multiple sociological, philosophical, economic and political dimensions, the current paper primarily applies the theoretical and practical approach of social work and social policy in conceptualising the notion.

    Homelessness and mental disorders. An international overview

    This paper provides a short overview on the relationship between homelessness and mental disorders, based on the relevant scientific literature and other references like research reports, online databases and working papers. While early studies explained homelessness with the lack of housing possibilities and problems in the housing markets, modern examinations also consider individual reasons, primarily the personal vulnerability of homeless people. According to these analyses, one of the most important reasons behind homelessness is the evolvement of psychiatric disorders which lead to severe mental and social distortions in the normal functioning of the affected people. Based on international studies, approximately three-fourth of the homeless people suffer from mental disorders, which proportion is much higher compared to the majority society, and at least 25% of all housing losses can be traced back to psychiatric problems.

    A szociálpedagógia és a szociálpolitika története

    Jelen írás célja a szociálpedagógia és a szociálpolitika kapcsolatrendszerének feltárása, különös tekintettel a két diszciplína történeti előzményeire, sajátosságaira és összefonódására. A szociális segítés gyakorlata és a szociálpolitika által beszőtt intézményes, jogszabályi és döntéshozói keretek gyakorlatilag elválaszthatatlanok egymástól. Ugyanakkor hiba lenne a szociálpedagógiára csupán a szociálpolitika meghosszabbított kezeként tekintenünk. A két terület szimbiózisban, szoros kölcsönhatásban áll egymással, ahol a terepről szerzett tapasztalatok, tudások, gyakorlatok legalább annyira fontosak a döntéshozók és jogalkotók számára, mint a szociális szakmában dolgozó szakembereknek a kiszámítható intézményi környezet, a megfelelő szakmai feltételek és előmeneteli lehetőségek. Tanulmányunk elején sorra vesszük a szociális állam feladatainak és jóléti felelősségvállalásának korszakos változásait, illetve a szociálpedagógia szakmai és intézményes fejlődését a szociális politikák által uralt játéktérben. Ezt követően megvizsgáljuk a szociálpedagógia és a szociálpolitika olyan közvetlen kapcsolódási pontjait, mint a jogszabályi környezet, az intézmények világa vagy éppen az értékek és érdekek rendszere. A tanulmány végén a német szociálpedagógiát meghatározó két jogi, intézményes és szociális-szakmai kérdéseket egyaránt felvető vizsgálati egységgel, az egyéni és társas élethelyzet, valamint a megküzdési helyzet koncepciójának elemzésével, szociálpolitikai és szociálpedagógiai aspektusainak feltárásával foglalkozunk.

    Jelen fejezet a szociálpedagógia egészségügyi dimenziójával foglalkozik. A tanulmány fontos célja az egészség szociális vetületeinek, egyéni és társadalmi jóllétben játszott funkciójának, valamint a szociális egyenlőtlenségekben játszott szerepének megvilágítása. Az írás legfőbb célja azonban a hazai egészségügyi rendszerben végzett szociális segítés modelljeinek, problémáinak, jogszabályi környezetének, szakmai és személyi jellemzőinek bemutatása. Mindehhez fontos forrást jelentenek a témában megjelent hazai és külföldi publikációk, jogszabályok, szakmai állásfoglalások és ajánlások. A fejezetből kiderül, hogy a magyarországi kórházi szociális segítés a mai napig nem vetkőzte le rendszerszintű problémáit: az érdekképviseleti, intézményes, jogszabályi, szakmai, integrációs és identitásbeli dilemmákat. Ugyanakkor számos biztató jellel is találkozhatunk a hazai kórházi szociálpedagógiai munka gyakorlatában. Így például egyre több szakember dolgozik egészségügyi intézményekben szakirányú szakmai képesítéssel, a szociális segítők intézményen belüli elismertsége egyre jobb, továbbá az alulról szerveződő szakmai érdekképviselet nyomai is felbukkannak.

    A kritikai szociális munka kialakulása és jelenkori folyamatai Svájcban

    A tanulmány a kritikai szociális munka svájci történetének és kortárs folyamatainak bemutatására vállalkozik a kritikai munka svájci és nemzetközi irodalmának felhasználásával. Az írás ábrázolja a szociális segítés kritikai szemléletének beágyazódását és trendjeit a konzervatív alapokon nyugvó, ugyanakkor markáns neoliberális hatásokkal rendelkező svájci szociálpolitikába. A tanulmány rávilágít a civil társadalom intézményeinek és a kritikai szociális munka gyakorlatának összefonódására és arra, hogy a kisebb és rugalmas civil szervezetek kritikus szociális munkásai miként képesek egy párhuzamos, másodlagos rendszert kiépíteni mindazoknak, akik az államhoz és kantonokhoz köthető ellátásokból kiszorulnak. A kritikai szociális munka elsősorban nagyvárosi környezetben valósul meg Svájcban és mindenekelőtt a hajléktalan emberek és papírok nélküli bevándorlók segítésében ér el kiemelkedő eredményeket.

    Hungarian Homeless People in Basel: Homelessness and Social Exclusion from a Lifeworld-oriented Social Work Perspective

    Although their exact number is unknown, supposedly dozens of destitute Hungarian homeless people currently live in Basel, Switzerland. Despite their vulnerability and severe social needs, social workers and other experts know little about their living conditions. This paper aims to explore the dimensions of time and space as well as the characteristics of personal and institutional relationships of Hungarian homeless people living in Basel. The study applies Hans Thiersch’s lifeworld-oriented perspective on social work that contributes to the better understanding of the affected homeless peoples` daily struggles. The study is based on semi-structured qualitative interviews carried out with both homeless people and social workers in the institutions of homeless care. The paper concludes that due to the ‘protectionist’ mechanisms of Swiss social policy, unregistered Hungarian homeless people are excluded from most cantonal social and health services. However, their daily routine is strictly structured by the opening hours of the low-threshold services and their human relationships are limited to other homeless people as well as social workers at soup kitchens and day-care services.
