- PublikationParticipation of Children and Parents in the Swiss Child Protection System in the Past and Present: An Interdisciplinary Perspective(GESIS, 18.08.2020) Schoch, Aline; Aeby, Gaëlle; Müller, Brigitte; Cottier, Michelle; Biesel, Kay; Sauthier, Gaëlle; Schnurr, Stefan [in: Social Sciences]As in other European countries, the Swiss child protection system has gone through substantial changes in the course of the 20th century up to today. Increasingly, the needs as well as the participation of children and parents a ected by child protection interventions have become a central concern. In Switzerland, critical debates around care-related detention of children and adults until 1981 have led to the launch of the National Research Program ‘Welfare and Coercion—Past, Present and Future’ (NRP 76), with the aim of understanding past and current welfare practices. This paper is based on our research project, which is part of this national program. We first discuss three overarching concepts—integrity, autonomy and participation—at the heart of a theoretical framework in order to understand the position of parents and children in child protection proceedings. Secondly, we critically analyze the historical and legal development of the child protection system in Switzerland and its e ects on children and parents from 1912 until today. Thirdly, we give an insight into the current Swiss child protection system, with an investigation of hearings of parents and children conducted by the Child and Adult Protection Authorities (CAPA) based on participant observations. In particular, we show the importance of information exchanges and of signs of mutual recognition. Finally, in light of our findings, we discuss the interplay between socio-historical and legal developments in child protection and their consequences for the integrity, autonomy and participation of the people involved.01A - Beitrag in wissenschaftlicher Zeitschrift

Zur Kombination des Berner und Luzerner Abklärungsinstruments zum Kindesschutz und des Prozessmanuals zur dialogisch-systemischen Kindeswohlabklärung(Schulthess, 2017) Biesel, Kay; Jud, Andreas; Lätsch, David; Schär, Clarissa; Schnurr, Stefan; Hauri, Andrea; Rosch, Daniel [in: Zeitschrift für Kindes- und Erwachsenenschutz]In der Schweiz wurden in der jüngeren Vergangenheit zwei Modelle zur professionellen Abklä-rung des Kindeswohls entwickelt: Das «Berner und Luzerner Abklärungsinstrument zum Kindes-schutz» sowie das «Prozessmanual zur dialogisch-systemischen Kindeswohlabklärung». Der Beitrag geht der praxisrelevanten Frage nach, ob die unterschiedlichen Ansätze als Entweder-Oder-Optionen verstanden werden müssen oder ob sie sich sinnvoll miteinander kombinieren lassen. In einem ersten werden die beiden Modelle von den Entwicklerinnen und Entwicklern einzeln dargestellt und erläutert. In einem zweiten Teil zeigen sie auf, dass aus fachlicher Sicht nichts gegen eine kombinierte Nutzung der Modelle spricht. Beide gehen sie insbesondere vom Grundsatz aus, dass die Partizipation von Kindern und Eltern eine wichtige Voraussetzung für eine erfolgsversprechende Arbeit im Kindesschutz ist. Sollen die Modelle kombiniert genutzt werden, dürfte sich aus organisatorischer Sicht allerdings meist eine zeitlich gestaffelte Einfüh-rung empfehlen.01A - Beitrag in wissenschaftlicher Zeitschrift

There is increasing interest in the international movement of knowledge to national and local contexts but at present there is little analysis of how and why this happens. Instead of seeing knowledge as ‘transferred’ in a straightforward export–import relationship, attention needs to be paid to how knowledge is assembled, mobilised, circulated, reformulated and reassembled as it travels from one country to another. Drawing on neo-institutionalism, a comprehensive framework is proposed that may serve as a heuristic for researching and analysing international travelling knowledge in social work. It includes nine elements: narratives, routes, barriers, boundaries, filters, providers, shape, roots and issues/topics.01A - Beitrag in wissenschaftlicher Zeitschrift
- PublikationProgrammes crossing borders: The international travelling of programmes in social work(Taylor & Francis, 04/2015) Schnurr, Stefan; Slettebø, Tor [in: European Journal of Social Work]The influence of evidence-based policy and practice is increasingly found in the field of social work. Using Multisystemic Therapy (MST) as a case, this article explores issues arising from the travelling of programmes to settings that are different and distant from those of their origin. While such travelling is often accompanied and facilitated by narratives of positive findings in effectiveness trials, it can be argued that effectiveness and efficiency are influenced by contextual conditions and therefore the informational value of such trials is limited. Accepting that there are epistemic and practical limits to the idea of a universal effectiveness of a certain programme, the travelling of programmes is not necessarily a case of the ‘best ideas’ being adopted and such travelling therefore requires critical examination. Decisions on programme adoption should be based not only on effectiveness trials, but also on knowledge about the generic elements of (alternative) programmes as well as on knowledge about contextual conditions including the needs of local service users and gaps in local service provision.01A - Beitrag in wissenschaftlicher Zeitschrift
