Poor households' strategies of welfare production between agency and survival(10.09.2024) Nadai, Eva; Gonon, AnnaMultidimensional poverty concepts combine the lack of material means to meet socially defined minimum needs with the equally important lack of participation and self-determination. Insufficient financial means restrict choices regarding consumer goods and services and limit weighty life choices regarding education, jobs, family. Poverty research therefore tends to describe coping with financial hardship as basically reactive and guided by sheer necessity. In this view, the vulnerability of the poor to external forces is overwhelming. Hence, their choices are inevitably detrimental in that any decision implies negative effects. The question therefore is how we can distinguish genuine agency in non-trivial matters from merely reactive survival. Agency as the freedom of leading a life according to one’s own reflected values is at the heart of the capability approach (CA). The CA foregrounds real opportunities (capabilities) as opposed to achieved states (functionings) while factoring in the preconditions for agency, namely the personal set of conversion factors that are needed to turn resources into actual welfare. However, critics argue that capabilities cannot be distinguished clearly from functionings and that providing “(genuine) opportunities for (secure) functionings” is the appropriate political target of poverty alleviation (Wolff/de-Shalit 2007; 2013). Being able to sustain functioning over time is important because heightened vulnerability to risk is a salient characteristic of being poor. Moreover, Wolff and de-Shalit posit that “being able to take control over the way in which the function is achieved” (2013, 164) is a crucial dimension of choice. To assess genuine agency, we therefore need to analyze secure functionings, personal sets of conversion factors, and the value-based preferences and goals of poor people – not least whether they can achieve things their own way. Based on an ongoing long-term qualitative study of the welfare production strategies of 40 poor households in Switzerland, we discuss degrees of agency over time from a capabilities perspective. By definition, these households are deprived of some basic capabilities in that they live below the poverty line. In this study we use the strict poverty line of eligibility for social assistance or supplemental benefits. In addition, indicators of material deprivation serve as thresholds to assess secure functionings. To what extent are the study participants still able to partially realize a life according to their own values? Preliminary results reveal a range of agency from mere adaption through cutting consumption to partial realization of personal life goals or overcoming poverty through one’s own efforts.06 - Präsentation
- PublikationHealth and employment: Convention theory’s perspective on work incapacity(Springer, 12/2022) Nadai, Eva; Gonon, Anna; Diaz-Bone, Rainer; Larquier de, Guillemette [in: Handbook of Economics and Sociology of Conventions]Health is an important research field for the Economics and Sociology of Conventions (EC/SC), but the implications of health in the domain of work and employment are notably absent in the debate. Yet, health in terms of a well-functioning body and mind is a crucial precondition for employment. In the workplace, health is inextricably tied to work capacity: What matters is the degree to which health enables or hampers a person to meet given productivity standards. Work incapacity due to health impairments therefore raises deeply normative questions not only for the economy but also for the welfare state. To what extent is incapacity to be tolerated in the productivity-driven world of work, and what is the just and adequate support for people with disabilities who cannot make a living through gainful work? Convention theory offers a number of useful theoretical concepts to analyze these questions, which organize the presentation of EC/SC research on health and employment in this chapter. Handling work incapacity depends on classification: What counts as standard work capacity, or, conversely, as incapacity which legitimizes special treatment? Managing health troubles triggers disputes and requires justifications in the economy and in the welfare system. The (non-)employment of people with health impairments depends on the valorization of labor, which in turn relates to a plurality of quality conventions and respective tests. - PublikationDynamiken von Beschäftigungsfähigkeit – Erwerbsverläufe von geringqualifizierten Arbeitskräften(De Gruyter, 02.12.2021) Nadai, Eva; Gonon, Anna; Hübscher, Robin; John, Anna [in: Zeitschrift für Sozialreform]Formale Qualifikation gilt als zentrale Voraussetzung für Beschäftigungsfähigkeit. Anhand von Erwerbsverläufen von geringqualifizierten Arbeitskräften in der Schweiz untersucht dieser Beitrag Beschäftigungsfähigkeit als dynamische Wechselwirkung zwischen Orientie-rungen und Erwerbshandeln des Subjekts und institutionellen Regulierungen und Praktiken von Betrieben, Branchen und Sozialstaat. Die Analyse beruht auf qualitativen Interviews mit Arbeitskräften, Betrieben und Personalvermittlern. Die Mehrheit der befragten Arbeitskräfte war ein- oder mehrmals arbeitslos, aber nur ein Drittel der Erwerbsverläufe war insgesamt prekär. Vielmehr waren stabile Verläufe am häufigsten und es gab auch Aufstiegskarrieren. Branche, betriebliche Personalstrategien und außerberufliche Faktoren erwiesen sich als ebenso entscheidend für die die Beschäftigungsfähigkeit wie individuelles Erwerbshandeln und Bildungsbemühungen.01A - Beitrag in wissenschaftlicher Zeitschrift

Arbeitsunfähigkeit wirft daher die Frage nach sozialem Schutz für diejenigen auf, die als unproduktiv gelten. Auf der Basis zweier qualitativer Studien zur Beschäftigung von „behinderten“ respektive „unqualifizierten“ Arbeitskräften diskutieren wir die Regulierung von Arbeitsunfähigkeit im schweizerischen System der sozialen Sicherung. Am Beispiel der Invalidenversicherung wird aufgezeigt, wie Arbeitgeber Einfluss auf die Gestaltung sozialstaatlicher Institutionen nehmen, die dann als Formate in die Bewertung von Arbeitskraft eingehen. Sozialversicherungen und das Recht stellen zusammen mit betrieblichen Formaten Dispositive für die Bestimmung von Arbeits(un)fähigkeit und für Prüfungen der Qualität von Arbeitskräften dar. Sie eröffnen und begrenzen den Raum für die Tolerierung von verminderter Produktivität und für Kompromisse zwischen Qualitätskonventionen. - Publikation'Simple Jobs' for Disqualified Workers. Employability at the Bottom of the Labour Market(Seismo, 2021) Nadai, Eva; Gonon, Anna; Suter, Christian; Cuvi, Jacinto; Balsiger, Philip; Nedelcu, Mihaela [in: The Future of Work]Employability is a key issue in discourses and policies addressing the social consequences of labour market transformation. Knowledge and skills are commonly seen as core conditions of employability. Those labeled as unskilled, because they lack formal qualifications, are discursively constructed for what they are unable to be and do – they are disqualified as unemployable. At best they are fit for “simple jobs”, which do not require any specific occupational training or knowledge and can be handled by anyone. The chapter paper discusses employability in “simple jobs” from the perspective of employers. Drawing on the theoretical framework of the Economics of Convention (EC), we conceptualize employability and skills as emerging effects of valorization and as always contextual. Skills are not necessary or valuable in and of themselves but only in as much they are valued by a specific employer with respect to a specific coordination of production. Moreover, the value of workers is not merely an individual parameter, but it depends on their fit into an existing work organization. Matching workers and jobs can go both ways: selecting workers who fit the skills requirements of a job, as defined by the employer, or adapting technical and organizational forms to the skill level of the available workforce. The paper is based on empirical data from a qualitative study on the employability of unskilled workers in five industries with a high percentage of low-skilled jobs. It comprises three interview waves with workers (39 in the first wave), with employers (33 interviews in 27 firms) and with labour market intermediates (10 interviews in 3 private and 3 public employment agencies).04B - Beitrag Konferenzschrift

Diese Studie untersucht die Koordination von Arbeitgebern und Invalidenversicherung in der Schweiz und fragt, wie die Wertbestimmung von Arbeitskraft in politischen und betrieblichen Arenen verhandelt wird. Sie rekonstruiert historisch und ethnografisch die Strukturen und widersprüchlichen Rechtfertigungen der beruflichen Eingliederung, die im Konzept der begrenzten freiwilligen sozialen Verantwortung von Arbeitgebern zum Ausdruck kommen.02 - Monographie

Based on case studies and interviews in business companies and disability insurance offices it explores how employers and disability insurance determine the value of disabled workers.
