dc.description.abstractAlthough there are legally binding rules and regulations every administration has to obey, dealing with people?s concerns means dealing with different circumstances every time. In this sense, e-government services are often agile and knowledge intensive. In order to achieve agile processes, we combine the modelling of structured processes at design time with the flexibility of semantic technologies and business rules. For variable process part, action-enabling rules at run-time select the activities that have to be executed depending on the actual context of the process instance. Inference rules allow for intelligent resource allocation identifying adequate services and selecting employees based on special skills and experiences. In addition, integrity constraints and inference rules support decision making and ensure consistency checking and compliance.
