dc.description.abstractContinual changing in laws and regulations, globalization, and technology innovations take public administration under pressure with a requirement of constant improvements of the providing services to citizens and companies. European funded Learn PAd project provides an e-learning platform that empowers process-driven learning, fosters collaboration and knowledge sharing. With regard to foster learning on a collaborative level, civil servants share their knowledge and their experience through the Learn PAd platform. In order to use this information efficiently, the author develops an enhancement for the recommender system, as a part of the Learn PAd project, to provide content-sensitive and personalized information to PAs in the most efficient way.
