dc.description.abstractThe main objective of this Master Thesis was to examine whether it is possible to create an organisation-independent model for the structuring of IT and digitalisation in cantonal administrations that enables a standardised procedure by creating a model as an artefact. In Switzerland, the goal of implementing e-government solutions is omnipresent in public administration. However, the success to date is unsatisfactory compared to similarly developed nations and neighbouring countries. In the decentralised Swiss administration, organisational and methodological issues pose a challenge. Many similar organisations struggle with the same challenges and try different solutions, which leads to low standardisation at different levels.
