Zusammenfassung
This study analyzes the role of valuation processes in sustainability transitions through the lens of Switzerland’s political discourse on the circular economy. Drawing on the framework of Grammars of Valuation it investigates how values, shape transition outcomes. Using Socio-Technical Configuration Analysis, the study analyzes 148 parliamentary requests at national level.
The Grammars of Valuation concept, rooted in institutional logics theory, examines how interdependent subjects, objects, and practices collectively realize values. These elements form a "production function" that continuously validates the alignment of practices with values to be realised. This iterative valuation process consists of four interconnected moments: institution (defining values), production (identifying practices and objects to realize the values), territorialization (establishing boundaries and actors responsible for realizing the values), and evaluation (assessing value realization). By framing these mechanisms as contested and transformative, Grammars of Valuation provide a robust framework for analyzing the role of values in socio-ecological transitions.
The findings reveal two dominant Grammars of Valuation in Switzerland’s circular economy discourse, both deeply entrenched in market logic. These grammars prioritize economic growth and ecological efficiency, neglecting transformative values crucial for a sustainable circular economy. While minor discrepancies in value are still evident, they are not reflected in the proposed practices for achieving these values, the actors perceived as responsible, or the evaluation measures used to assess the achievement of the values. Furthermore, the proposed practices themselves lack transformative potential.
This study emphasizes the pivotal role of values and valuation processes in sustainability transitions, demonstrating how dominant paradigms often limit the potential for transformative change.
