Abstract
The paper poses the question whether regulation of AI applications can guarantee data sover-eignty and fair treatment of individuals. A closer look at already existing regulations reveals that these lofty goals can hardly be achieved. Regulations mostly increase bureaucracy instead of increasing security or fairness. There are several reasons for this failure, which are highlighted in this paper.
