Editorial: Regional Disparities in National Education: Origins, Governance, and Consequences

Research about regional disparities in education within nation states and their consequences for equity and inequality in education have a long tradition in education sciences. Many OECD countries started in the 1960s with the expansion of educational services in regions with underdeveloped infrastructures. In particular, programs in upper secondary education were extended to reduce inequalities between rural and urban areas as well as to increase the educational opportunities of children from lower socioeconomic backgrounds and for girls. As a result, differences between rural and urban spaces became less evident. Nevertheless, the place of residence and the living conditions are still decisive for educational attainment. Educational disparities are partly due to regionally diverging supplies of educational and training programs, differing admission regulations in federal education systems, segregated neighborhoods, the dismantling of educational infrastructures in rural areas or the expansion of private schooling in urban areas. Regional disparities in education are also caused by differences in the supply and the characteristics of educational programs targeted at students with disabilities and for students with a migration history. However, it is remarkable that (1) less attention has been given to social–historic, cultural, and economic factors that bring forth and structure regional disparities in education. Hardly considered are also (2) educational policies, governance processes, and public justifications causing or reducing such disparities, as well as (3) the long-term consequences for educational equity, life-long learning, the development of regional and national labor markets, democratic culture, and social cohesion at a national, regional, or even local level. It remains an open research question how regional disparities are linked with urban developments, school development plans, business development, and even consequences for the individual life course.

Medium and long-term returns to professional education in Switzerland. Explaining differences between occupational fields

In Switzerland, initial vocational education and training graduates may enter a track of the tertiary system called professional education. Professional education represents about one-third of the tertiary system, includes numerous vocational training courses, and prepares for managerial or expert positions. Despite its prevalence, the long-term returns to professional education have rarely been investigated due to lacking data. In order to fill this gap, we will estimate the long-term returns to professional education based on a novel methodological design. Secondly, we aim to explain the differences in the returns to professional education between occupational fields by making use of the task-based approach of Autor, Levy and Murnane (2003). Analyses are based on the Swiss Labour Force Survey from 1991–2016. Based on a quasi-panel with cohort fixed effects and on linear regression models, our results reveal average short-term returns to professional education of 7% and long-term returns of 11%. However, we find considerable differences in the returns between training fields, which can partly be attributed to differences in the change of task composition after completion of professional education between occupations.

Dieser Bericht skizziert die Hintergründe für den Tertiarisierungsdruck (Kapitel 2). Er stellt die heutige Bildungssituation und die zentralen Problemstellungen der Bildungswege ins Hochschul- und Tertiärsystem dar (Kapitel 3). Daran anschliessend werden individuelle Merkmale beschrieben, welche zu Bildungsungleichheiten beim Zugang zu einer Tertiärausbildung führen (Kapitel 4). Auch institutionelle Merkmale, welche die Durchlässigkeit und damit den Weg ins Tertiärsystem befördern bzw. erschweren (Kapitel 5), werden genannt. Der Bericht schliesst mit einem Fazit, welches die erkannten Problemstellungen und offenen Fragen zusammenfasst (Kapitel 6).

Transitions to professional education in Switzerland: the influence of institutional characteristics of the Swiss VET system

Based on human capital and institutional theory, this article investigates whether transitions into professional education depend on institutional characteristics of the preceding initial vocational education and training program. The empirical analyses make use of the SLFS data. They show that vertically non‐differentiated initial vocational education and training programs with high shares of vocational school and standardized final exams increase the probability to enter professional education.
