    A Human-Centered Shelter Design for People on the Move in the Al-Sahel Region

    This article addresses the development of a human-centered shelter design tailored to meet the specific needs of refugees in the Al-Sahel Region. It focuses on five essential aspects of humanitarian-centered design. The goal is to create a livable unit that accommodates the three distinct phases of an emergency, transitional, and durable situation. We have adopted a non-linear design approach to develop the refugee shelter unit. We engage in discussions with team experts following each data collection phase. The conceptual design of the shelter unit is intended to align with the refugee settlement’s natural growth while maintaining a degree of control over its evolution. We have outlined a spatial configuration for a residential unit designed for three to six individuals and various patio options. Additionally, we have devised plans for an education and healthcare facility, all designed with the same structure to bring a more organized approach to the organic growth of the camp. The design proposal adopts a process-oriented approach, incorporating refugees indirectly in the design and construction of their shelters. While we do not assert that the framework of a ‘refugee camp’ can be sustainable, our goal is to show that its planning, in the absence of alternatives, should adhere to sustainability criteria.

    Ausmass, Profil und Erklärungen der Obdachlosigkeit in acht der grössten Städte der Schweiz

    Die vorliegende Studie untersucht das Ausmass und die Struktur von Obdachlosigkeit in der Schweiz. Die empirische Untersuchung erfolgte anhand einer quantitativen Face-to-Face Befragung in 62 Einrichtungen für armutsbetroffene Personen in 8 grossen Städten der Schweiz. Insgesamt konnten in einer Erhebungswoche im Dezember 2020 und März 2021 1’182 Personen befragt werden, wovon 543 zum Zeitpunkt der Befragung obdachlos waren. Die Studie bestätigt die grosse Bedeutung der international diskutierten armuts-, gesundheits- und migrationsbezogenen Zugänge zum Themenfeld der Obdachlosigkeit. Sie offenbart signifikante Unterschiede insbesondere in der Versorgung zwischen den Städten Basel, Bern, Genf, Lausanne, Luzern, Lugano, St. Gallen und Zürich. Gemäss den durchgeführten Hochrechnungen für die Schweiz liegt die Zahl der Obdachlosen zwischen 918 und 2’740 Personen. Die Zahl der Obdachlosen ist im europäischen Vergleich eher gering. Mit den hohen Anteilen an Obdachlosen ohne gültigen Aufenthaltsstatus (61%) und der geringen Inanspruchnahme von Sozialhilfe (11%) weist die Studie auf zwei besondere Herausforderungen hin, die es für die Verhinderung und Bekämpfung von Obdachlosigkeit zu berücksichtigen gilt.

    Social work as a transformative science. The importance of relevance structures in knowledge production

    This article focuses on the question of how cooperative knowledge production takes place and, in particular, how novel knowledge is formed and implemented in organisational action. According to the current state of knowledge, this process, which results in a change in the way an organisation acts, is called social innovation. The framework for argumentation and reflection is provided by studies from the social work sciences on cooperative knowledge production and social innovation, as well as studies on the hybridity of knowledge and its interaction with the knowledge resources of scientific and non-scientific actors. Relevance structures are recognised in this article as a fundamental structure in the field of cooperative knowledge production; they significantly influence the question of how and when new knowledge leads to social innovation. A research project on homelessness serves as an example. Homelessness has been a research topic in Europe for many years. In Switzerland, however, there are hardly any scientifically sound studies and there are also few documented methods of action in practice. From this point of view, homelessness in Switzerland is therefore in need of innovation.

    Urban gardening and green space governance: towards new collaborative planning practices

    In the context of urban densification and central urban areas’ lack of open spaces, new forms of small-scale urban gardening practices have emerged. These gardening practices respond to urban pressures and open new modes of green space governance, presenting alternative and multifunctional ways to manage and revitalise cities. Focusing on the case of Geneva, the article unfolds two levels of discussion. On the one hand—and with reference to the theorist Habermas—it examines how multiple actors with different interests interplay and cooperate with each other in order to negotiate over open space, while discussing implications for local politics and planning. On the other hand, it describes how these negotiations result in new, innovative, and hybrid forms of public green space. The main findings indicate emerging forms of collaboration, partnerships, and governance patterns that involve public and private sectors and increase participation by civil society actors. Cooperation amongst several interested groups and the collective re-invention of public urban spaces increase these spaces’ accessibility for multiple users and actors, as well as present possibilities for alternative and diversified uses and activities. This might underline the hypothesis that future cities will be governed in less formalised ways, and that urban forms will be created through spontaneous, temporary, mobile, and adaptive negotiation processes.
