Taking up the ideas of the ancient Greek concept of Academia, the ?NetAcademy? is aiming at providing a knowledge medium to aid in the creation, integration, reviewing and dissemination of domain-specific knowledge in the scientific community taking full advantage of the unique characteristics of the Internet medium. In this paper we are applying the Reference Model on Electronic Markets onto the special case of the JODAL project that deals with the continuos IT-support of the procurement process within the public sector in Korea. Latest research in the field of Electronic Markets shows that there are, without any doubt, a number of socio-economic (social, psychological as well as economic) criteria which represent critical success factors for the global breakthrough of electronic shopping applications. Usually, forecasts on Electronic Commerce development focus on technical aspects, such as telecommunication infrastructure, security and speed. The following paper presents a theoretical framework for the evaluation of the socio-economic aspects to which all electronic business relations are also subject.
